Try adding the line "Ascend-Route-IP = Route-IP-Yes" to your static radius
profile.  If I understand the way Pool-Only works, it get's overridden by
the radius entry if it's there.  I don't know if you're trying to pull an
IP out of the pool that exists on the max, but if you're just pulling an
IP (like a /30 network) out of your available that aren't in the pool it
should work.
