(ASCEND) Max 4000 - Drop and Insert with PBX

I have got a customer who is having problems setting up a Max 4000 with his
PBX:

He has PRI/E1 coming in using Net 5/G703 - he wants to have 20 of the
channels for
his PBX, so he has configured the Max, Line 1=Trunk, Line 2=D&I. Ch 1-20 on
Line 1
for D&I and Channels 21-31 for None.

No calls can get through to the PBX, the callers just get Number unobtainable.

Has anyone had any experience of this?
