The short answer is you can't .
The HSSI card only supports Frame Relay, PPP or HDLC. This
kinda makes sense when you consider that it is a non-cell based
media card, thats why you need a dedicated ATM card such as the
OC3/OC-12 card with a SAR processor on it.

All that said why do you need an ATM interface between the GRF and
the DSU/CSU? What type of device is at the other end of your DS3, if
it is a GRF then you shouldn't be using ATM anyway..
