This sounds suspiciously like the USR "black hole of death".  Try
setting "AT S15=128" in the init string of the calling modem. (This
will disable this behavior on a USR modem, and perhaps others???)

I will generally try the following with these users:
1. REBOOT (especially Win9X)
2. Connect and surf until a lockup (the user should time this)
3. When the lockup occurs, disconnect and surf some more (also timed)

The times in 2 and 3 will most likely be within a minute of each
other and be less than 6-8 minutes if it is the problem mentioned
above.  If the criteria fit, then try the init string and start over
at step 2 (sometimes step 1) and see if the times are better.
