I'm not convinced that it is a bug.  It could be said to be a feature. 
It has always been there, it is just that moving to 10u/s has stopped it
from happening.

And it really isn't "bouncing around", it is rather that the reaction
time of the automatic orbit as a result of being locked onto the planet
can cause an orbit insertion to occur after the ship has passed the
midpoint of the planet.

It only affects twinks who lock, so don't worry about it, Tom.  ;-)
