Tom, could you tell me what appears on your system when you do a
configure, specifically the line that begins ...

	"checking for a BSD compatible install..."

If it is finding install.sh in the source directory, which seems likely
given your need to place it in each of the subdirectories, could you
please try using the attached install-sh in place of install.sh ...
remove the install.sh's you have and re-run configure.

This install-sh came from the automake package and is significantly
different to the one we currently ship in the server.

There appears to be either a defect in autoconf or in the way we are
using it, in that the install-sh must exist in the current directory in
which a "make install" is happening.  autoconf is not recording the
precise path that it finds install-sh in.

According to the documentation, autoconf is looking in PATH for the
compiled program "install", so if you have one on your system you might
like to try verifying your PATH.
