Without looking into more details, it sounds as if the userid and password 
you are sending to swbell is not what they expect.

Did you try a 'wanopen 64'? It will show the packets exchanged
during call setup. It may indicate a little more clearly what the problem 
might be, but I'm betting the userid/password is wrong.
