I wouldn't advise NNI. Set the Pipelines to DTE, and the Max 20 to DCE.
Use frame relay circuits for the switched PVCs.

You need to create PVCs like this:

Connection profile:
	Encapsulation frame relay circuit
	frame relay datalink = unit1
	dlci = 17
	circuit name = unit1-to-unit2

Connection profile:
	Encapsulation frame relay circuit
	frame relay datalink = unit2
	dlci = 17
	circuit name = unit1-to-unit2

Connection profile:
	Encapsulation frame relay circuit
	frame relay datalink = unit1
	dlci = 18
	circuit name = unit1-to-unit3

Connection profile:
	Encapsulation frame relay circuit
	frame relay datalink = unit3
	dlci = 18
	circuit name = unit1-to-unit3

etc..
